AI systems, like self-driving cars, healthcare robots, or Autonomous Weapon Systems, already play an increasingly important role in our lives and will do so to an even greater extent in the near future. This raises a fundamental philosophical question: who is morally responsible when such systems cause unjustified harm? In the paper, we argue for the admittedly surprising claim that some of these systems can themselves be morally responsible for their conduct in an important and everyday sense of the term—the (...) attributability sense. More specifically, relying on work by Nomy Arpaly and Timothy Schroeder (In Praise of Desire, OUP 2014), we propose that the behavior of these systems can manifest their ‘quality of will’ and thus be regarded as something they can be blameworthy for. We develop this position in detail, justify some of its crucial presuppositions, and defend it against potential objections. (shrink)

Research on video game violence has focused on the impact of aggression, but has so far neglected the processes and mechanisms underlying the enjoyment of video game violence. The present contribution examines a specific process in this context, namely players' strategies to cope with moral concern that would arise from violent actions. Based on Bandura's theory of moral disengagement, we argue that in order to maintain their enjoyment of game violence, players find effective strategies to avoid or cope with the (...) moral conflict related to their violent behaviors in the game world. Exploratory interviews with ten players of violent video games revealed some relevance of moral reasoning to their game enjoyment, and several strategies that help players to ‘manage’ moral concern. Most importantly, respondents referred to the game-reality distinction and their focus on winning the game when explaining how violent action is a by-product of good performance. Findings are discussed in light of further theorizing on ‘moral management’ and potential links to the media violence debate. (shrink)

According to the judgement of the European Court of Justice in 2014, human parthenogenetic stem cells are excluded from the patenting prohibition of procedures based on hESC by the European Biopatent Directive, because human parthenotes are not human embryos. This article is based on the thesis that in light of the technological advances in the field of stem cell research, the attribution of the term ‘human embryo’ to certain entities on a descriptive level as well as the attribution of a (...) normative protection status to certain entities based on the criterion of totipotency, are becoming increasingly unclear. The example of human parthenotes in particular demonstrates that totipotency is not at all a necessary condition for the attribution of the term ‘human embryo’. Furthermore, the example of hiPSC and somatic cells particularly shows that totipotency is also not a sufficient condition for the attribution of a normative protection status to certain entities. Therefore, it is not a suitable criterion for distinguishing between human embryos worthy of protection and human non-embryos not worthy of protection. Consequently, this conclusion has repercussions for the patenting question. The strict delineation between an ethically problematic commercial use of human embryos and the concomitant patenting prohibition of hESC-based procedures and an ethically unproblematic commercial use of human non-embryos and the therefore either unrestrictedly permitted or even unregulated patenting of procedures based on these alleged alternatives becomes increasingly blurred. Procedures were designed to test for the effects of working-memory training on children at risk of fluency difficulty that apply to English and to many of the languages spoken by children with English as an Additional Language (EAL) in UK schools. Working-memory training should: (1) improve speech fluency in high-risk children; (2) enhance non-word repetition (NWR) (phonological) skills for all children; (3) not affect word-finding abilities. Children starting general education (N = 232) were screened to identify those at risk of (...) fluency difficulty. Children were selected who were at high-risk (12), or low-risk (27) of fluency difficulty. For the low-risk children 10 received, and 17 did not receive, the working-memory training. All children in the treatment groups received working-memory training over a 2-week period. For the high-risk group, fluency improved and lasted for at least a week after the end of the study. Phonological skills improved in this group and in the low-risk group who received the training and the improvements continued for at least a week. The low-risk group who did not receive working-memory training showed no improvements, and no group improved word-finding ability. (shrink)

The six questions involve: 1) the nature of a mental disorder; 2) the definition of mental disorder; 3) the issue of whether, in the current state of psychiatric science, DSM-5 should assume a cautious, conservative posture or an assertive, transformative posture; 4) the role (...) of pragmatic considerations in the construction of DSM-5; 5) the issue of utility of the DSM – whether DSM-III and IV have been designed more for clinicians or researchers, and how this conflict should be dealt with in the new manual; and 6) the possibility and advisability, given all the problems with DSM-III and IV, of designing a different diagnostic system. Part 1 of this article took up the first two questions. Part 2 took up the second two questions. Part 3 now deals with Questions 5 & 6. Question 5 confronts the issue of utility, whether the manual design of DSM-III and IV favors clinicians or researchers, and what that means for DSM-5. Our final question, Question 6, takes up a concluding issue, whether the acknowledged problems with the earlier DSMs warrants a significant overhaul of DSM-5 and future manuals. Public education is not just a way to organise and fund education. It is also the expression of a particular ideal about education and of a particular way to conceive of the relationship between education and society. The ideal of public education sees education as an important dimension of the common good and as an important institution in securing the common good. The common good is never what individuals or particular groups want or desire, but always reaches beyond such particular (...) desires towards that which societies as a whole should consider as desirable. This does, of course, put the common good in tension with the desires of individuals and groups. Neo-liberal modes of governance have, over the past decades, put this particular educational set up under pressure and have, according to some, eroded the very idea of the common good. This set of contributions reflects on this state of affairs, partly through an exploration of the idea of publicness itself – how it can be rearticulated and regained – and partly through reflections on the current state of education in the ‘north’ and the ‘south.’. Genome Editing Techniques are seen to be at the frontier of current research in the field of emerging biotechnologies. The latest revolutionary development, the so-called CRISPR technology, represents a paradigmatic example of the ambiguity of such techniques and has resulted in an international interdisciplinary debate on whether or not it is necessary to ban the application of this technique by means of a moratorium on its use for human germline modifications, particularly in human embryos in the reproduction process. However, given (...) that other germline engineering techniques like mitochondrial DNA transfer techniques are already permitted and applied, the question arises what lies at the root of the apparent social unease about the modification of the human germline by Genome Editing Techniques like CRISPR. Against this background, the book seeks to make a substantial contribution to the current debate about a responsible and participatory framework for research on emerging biotechnologies by analysing underlying perceptions, attitudes, arguments and the reasoning on Genome Editing Techniques. In the conclusion to this multi-part article I first review the discussions carried out around the six essential questions in psychiatric diagnosis – the position taken by Allen Frances on each question, the commentaries on the respective question along with Frances’ responses to the commentaries, and my own view of the multiple discussions. In this review I emphasize that the core question is the first – what is the nature of psychiatric illness – and that in some manner all further (...) questions follow from the first. Following this review I attempt to move the discussion forward, addressing the first question from the perspectives of natural kind analysis and complexity analysis. This reflection leads toward a view of psychiatric disorders – and future nosologies – as far more complex and uncertain than we have imagined. (shrink)

The observation that men reveal their distinctive identities as human beings in what they do and say seems neither very original nor very controversial. But consider the following set of implications: that men are more likely to reveal who they uniquely are when they act and speak spontaneously, than when they labor to maintain biological subsistence or work to produce a tangible world of human artifacts; that action and speech together make up a “web of human relationships” that forms the (...) intangible but vital substance of human community; that, paradoxically, when they act and speak in human community men are most truly free and yet least in control of their own destinies; that when deprived, as they can be, of human community men quickly lose the sense of their own reality as well as that of a world experienced in common; that the Athenian citizenry of Pericles’ time, fully aware of all this, constituted the greatest and possibly the last authentically “political” community in Western history; and that Pericles’ faith in the power of the Athenian polis to actualize and to sustain human greatness was, for understandable reasons, so short-lived that political thought and political decision from Plato to the present day might well be regarded as an escape from “politics” altogether. In this essay, I focus on the extent to which the condition of exile influenced the way Hannah Arendt and Edward Said engaged with the Israeli-Palestinian conflict and concepts of Binationalism. Part one is largely biographical and narrates the conditions under which both parties went into exile and they ways exile influenced their intellectual development and identity. Part two analyses Arendt’s early Jewish writings and the ways she sought to affirm notions of equality and Binationalism as a method for (...) protecting stateless refugees. Following this, I consider Said’s concern for the memory and experience of victims and his argument that the shared histories of dispossession endured by Jews and Palestinians might form the basis for an alliance. While Binationalism has largely been erased from political discourse today, I conclude by suggesting that Said’s intervention offers useful tools through which Arendt’s proposals might be rethought or reimagined today. For a long time, one of the most important tasks for education in liberal democracies has been to foster the next generation in core democratic values in order to prepare them for future political responsibilities. In spite of this, general trust in the liberal democratic system is in rapid decline. In this paper, the tension between the ambitions of liberal-democratic educational systems and contemporary challenges to central democratic ideas is approached by reconsidering Hannah Arendt’s critique of political education. This (...) will be done informed by her analysis of the tension between the concepts of state and nation. By showing how education, depending on its role as a tool of the state or the nation, may be a fundamental requirement for the establishment of a common world or the most effective tool for its destruction, the paper argues for the need to understand Arendt’s educational thinking in light of her wider political analysis. Rather than downplaying the provocative aspects of her critique, the paper argues for the need to use it as a starting point for thinking again how education may become an emancipatory undertaking capable of disarming contemporary threats to human plurality and freedom. Hannah Arendts Kant-Lektüre findet ihren Abschluß in einer Interpretation der „Urteilskraft“. Im „Urteilen“ entdeckt sie einerseits das zentrale Vermögen des politischen Handelns, andererseits die eigentliche Tätigkeit eines notwendig sich von allem Handeln zurückziehenden die Geschichte betrachtenden Denkens. Daraus entsteht der Anschein, die Denkerin habe ihre Politische Philosophie zuletzt durch einen Widerspruch ruiniert. Auf der Basis des von Seyla Benhabib in die Diskussion gebrachten Begriffs des „narrativen Handelns“ läßt sich jedoch zeigen, daß dieser Widerspruch nur ein Scheinproblem darstellt. Arendts Philosophieren (...) findet in der Auslegung der „Urteilskraft“ die Möglichkeit, ihrer Hermeneutik der „totalen Herrschaft“ ein ethisches Fundament zu verschaffen. Das durch einen tiefgreifenden „Traditionsbruch“ gestörte „Verstehen“ der politischen Sphäre findet in der „moralischen Urteilskraft“ einen Anhaltspunkt, sich den Gefahren einer durch den Totalitarismus bedrohten Moderne zu stellen. So wird es möglich, die wichtigste Intention von Arendts Denken als eine „politische Ethik“ zu charakterisieren. (shrink)

Hannah Arendt v svoji interpretaciji Kantove teorije »razsodne moči«, le-to vzame iz njenega prvotnega sobesedila, razmisleka o dobrem in lepem, ter ji podeli politični pomen. Po eni strani Kantov pojem »reflektirajoče razsodne moči« Arendtovi omogoči prikaz določene nujnosti v politični presoji, za katero je značilno, da se vedno odvija v singularnih okoliščinah in se ne more sklicevati na nobeno vnaprejšnje, univerzalno ali splošno merilo. Po drugi strani Arendtova interpretira »nezainteresirano ugajanje«, ki je pri Kantu predpostavka za estetsko sodbo, kot (...) nujni pogoj teoretičnega motrenja zgodovine. Pomembni interpreti, kot sta Beiner in Vollrath, so na osnovi tega trdili, da gre za protislovje. V svojem besedilu želim pokazati, da se to protislovje razreši v »hermenevtični etiki«, ki jo je možno pokazati v delih Hannah Arendt, celo v najbolj zgodnjih.Hannah Arendt’s interpretation of Kant’s conception of the »power of judgment« extracts this faculty from its intended context, considerations of the beautiful and of nature, and grants it a political significance. On the one hand, Kant’s conception of a »reflective power of judgment« offers Arendt the possibility of referring to a certain necessity in political judgments; judgments which always take place under singular conditions and which cannot presume a universal or general measure. On the other hand, Arendt interprets »disinterested pleasure«, which is for Kant a presupposition of aesthetic judgment, as a necessary condition for theoretical considerations of history. Between these two aspects of Arendt’s Kant interpretation, important scholars, such as Beiner and Vollrath, have claimed to find a contradiction. In my article I would like to show that this contradiction is dissolved by way of a »hermeneutical ethics«, which can be identified throughout the work of Hannah Arendt, even in its earliest forms. In January 1959, famous radio DJ Peter Tripp stayed awake for 200 hours in a glass booth on Times Square, exposing his weakening body and distracted sleepless mind to the public. Tripp's playing with the borderlines of consciousness was a media attraction, but the DJ also served as a guinea pig for scientific research. From the late 19th century on, several experts had tried to explore the world of wakefulness by observing stay-awake-men. With their help, researchers tested methods of (...) measuring alertness, validated and modified theories about sleep, and tried to answer the question of how long and under what circumstances human beings, above all workers and soldiers, were able to stay awake and remain efficient and accountable. By reconstructing the history of the stay-awake-men, this article shows how the perception of “being awake” changed over time and thereby points to the historicity of our very basic notions for describing the states of the human mind. In 1952, Waldemar Gurian, founding editor of The Review of Politics, commissioned Eric Voegelin, then a professor of political science at Louisiana State University, to review Hannah Arendt’s recently published The Origins of Totalitarianism . She was given the right to reply; Voegelin would furnish a concluding note. Preceding this dialogue, Voegelin wrote a letter to Arendt anticipating aspects of his review; she responded in kind. Arendt’s letter to Voegelin on totalitarianism, written in German, has never appeared in print (...) before. She wrote two drafts of it, the first and longest being the more interesting. It contained an early reference to her thinking about the relationship among plurality, politics, and philosophy. It also invoked her notion of the compelling “logic” of totalitarian ideology. But this was not the letter Voegelin received. Because of this, he misunderstood significant parts of her argument. Below, the two versions of Arendt’s letter are translated. They are prefaced by a translation of Voegelin’s initial message to Arendt. An introduction compares Arendt’s letters, offers context, and provides a snapshot of Arendt’s and Voegelin’s perceptions of each other. Their views of political religion and human nature are also highlighted. Keyed to Arendt and Voegelin’s letters are pertinent aspects of the debate in The Review of Politics that followed their epistolary exchange. (shrink)

During the late 1940s and early 1950s, David Riesman and Hannah Arendt were engaged in an animated discussion about the meaning and character of totalitarianism. Their disagreement reflected, in part, different experiences and dissonant intellectual backgrounds. Arendt abhorred the social sciences, finding them pretentious and obfuscating. Riesman, in contrast, abandoned a career in law to take up the sociological vocation, which he combined with his own heterodox brand of humanistic psychology. This article delineates the stakes of the Arendt Riesman (...) debate by examining Arendt’s critique of social science and Riesman’s defence of a sociological interpretation of totalitarianism. In addition, the article argues that Arendt’s theory of totalitarianism misdescribed the nature of Nazi and Bolshevik societies in ways that damaged her political account more generally. Riesman intuited that weakness and, as the following article shows, modern historical research has confirmed it. (shrink)

This essay investigates the tradition of interwar German-Jewish political theology associated most of all with Leo Strauss and Franz Rosenzweig. It is suggested here that the Straussian notion of an eternal conflict between politics and religions may be derived, in part, from Rosenzweig's image of the depoliticized Jewish community. Furthermore, this "concept of the apolitical" represents something like a modernist reprisal of Stoic ideals, most especially the ancient ideal of ataraxia, or "freedom from disturbance." This apoliticism is distinguished most of (...) all by two interlocking principles; first, that politics is mere disorder if not a return to the state of unredeemed nature; and second, that religious peace must accordingly be found elsewhere than politics. This argument for the near-incommensurability of politics and religion represents the special if not altogether unique contribution of Weimar German-Jewish intellectuals to the enduring tradition of political theology. It is therefore worth posing the following question: Why does Hannah Arendt's political theory appear to bear almost no trace whatsoever of this political-theological tradition? By what logic did Arendt dissent from the political-theological principles that so captivated her German-Jewish contemporaries? And which tradition should command our allegiance today? (shrink)

La publication des " Cahiers noirs " de Heidegger en Allemagne a mis au jour plusieurs passages, écrits dans les années 1938-1941, au contenu antisémite incontestable. Peter Trawny, spécialiste de Heidegger et éditeur de ces " Cahiers ", affronte ici le choc de ces pages mettant en question la thèse prédominante jusqu'à aujourd'hui qui voudrait que l'engagement de Heidegger dans le national-socialisme n'ait pas impliqué de sa part une adhésion à l'antisémitisme. Selon Peter Trawny, si Heidegger s'écarte de (...) l'antisémitisme "vulgaire" des nazis, il en donne bien une reformulation en termes d'" histoire de l'être ". Autrement dit, il intègre l'antisémitisme à son interprétation philosophique de l'Histoire mondiale. Comment penser ce désastre du jugement de la part d'un des plus grands philosophes du XXe siècle, qui a exercé une profonde influence sur Hannah Arendt, Leo Strauss, Jean-Paul Sartre, Emmanuel Levinas, Jacques Derrida, Michel Foucault et tant d'autres? Avec tout le sérieux scientifique, le sens historique et philosophique qui s'imposent à l'interprète, l'auteur cherche à répondre aux questions que soulève cette découverte. (shrink)
